CBP Updates ACE Entry Summary Error Dictionary to Reflect CAPE Refund Restrictions

U.S. Customs and Border Protection (CBP) has released an updated version of the ACE Entry Summary Error Dictionary, introducing a critical new validation tied to CAPE refund activity. This update directly impacts how importers and brokers manage post-summary corrections (PSCs) when refunds are already in process.


New ACE Validation: PSC Restrictions Under CAPE Refunds

CBP’s latest update adds a new error condition that filers need to be aware of when working in the Automated Commercial Environment (ACE):

  • Condition Code: 864
  • Narrative Text: PSC NOT ALLOWED – REFUND REQUESTED
  • Explanation: A PSC cannot be submitted if a CAPE refund request is already in process for that entry

This validation is designed to prevent conflicting actions within ACE, ensuring that entries undergoing refund processing through CAPE are not simultaneously modified via PSC.


What This Means for Importers

This change reinforces the importance of timing and coordination when managing entry corrections and refund strategies:

  • No dual processing: Once a CAPE refund is initiated, PSC filings for that entry are blocked
  • Strategic decision point: Importers must determine whether to proceed with a PSC or pursue a CAPE refund before taking action

CAPE Phase 1 Now Live in ACE

As of April 20, CBP has officially launched the first phase of the Consolidated Administration and Processing of Entries (CAPE) tool within the ACE Secure Data Portal. This marks a significant step forward in the agency’s efforts to streamline refund processing tied to IEEPA-related duties.

Importers actively pursuing refunds should ensure:

  • ACE portal access is fully configured
  • ACH enrollment is in place for refund disbursement
  • Entry data is reviewed carefully prior to initiating CAPE requests
