U.S. Customs and Border Protection (CBP) has announced a processing transition impacting drawback claims tied to petroleum, natural gas, and mineral-related entries.

In CSMS #68577428 issued May 8, 2026, CBP confirmed that manufacturing and unused merchandise drawback claims involving covered energy and minerals sectors will now transition to the Petroleum, Natural Gas, and Minerals Center of Excellence and Expertise (PNM CEE).

Importers, brokers, and drawback filers supporting energy and minerals operations should review current filing procedures and routing practices to ensure claims are being directed appropriately under the updated structure.

According to CBP, some claims previously handled through general processing centers may require reassignment or resubmission to the PNM CEE depending on filing status and entry type.
