
A recent notice from US CBP confirms the US Department of Agriculture’s Animal Plant Health and Inspection Service (APHIS) will begin implementing Phase VII of the Lacey Act provisions for certain imported plant and wood products on December 1st, 2024. This means that the AL1 tariff flag will be added to approximately 450 HTS codes. The expansion covers the following HTS chapters:
- Chapters 12-14 – Oil Seeds, Miscellaneous Grains, Medicinal Plants, and Straw, Lac, Gums, Resins, and Other Vegetable Saps and Extracts, Vegetable Plaiting Materials and Vegetable Products
- Chapter 33 – Essential Oils, Perfumery, Cosmetics
- Chapter 36 – Explosives, Pyrotechnics, Matches, and Combustible Materials
- Chapter 38 – Miscellaneous Chemical Products
- Chapter 42 – Articles of Leather, Saddlery, and Harness; Travel Goods, Handbags, and Similar Containers
- Chapters 44-46 – Wood and Articles of Wood; Wood Charcoal, Cork and Articles of Cork, Manufactures of Straw, Esparto, or Other Plaiting Materials
- Chapter 56 – Wadding, Felt, Nonwovens, Twine, Cordage, Ropes
- Chapter 64 – Footwear, Gaiters, and the Like
- Chapter 66 – Umbrellas, Sun Umbrellas, Walking Sticks, and Similar Articles
- Chapter 82 – Tools, Implements, Cutlery, Spoons, and Forks of Base Metal
- Chapters 84-85 – Machinery, Mechanical Appliances, Boilers, and Parts
- Chapters 87-96 – Electrical Machinery and Equipment, Vehicles (Excluding Railway) and Parts, Aircraft, Spacecraft, and Parts, Ships, Boats, and Farms and Ammunition, and Parts, Floating Structures, Optical, Photographic, and Measuring Instruments, Clocks and Watches and Parts, Musical Instruments and Parts, Furniture, Bedding, and Lamps, Toys, Games, and Sports Equipment, Miscellaneous Manufactured Articles
