President Biden has issued a proclamation modifying the Harmonized Tariff Schedule of the United States to reflect new tariff classifications for a range of products under HTSUS 2022 and modify certain U.S. free trade agreement and trade preference program provisions, as follows.
– effective 30 days after publication in the Federal Register, modifies the HTSUS to conform it to World Customs Organization updates to the international Harmonized System, establish additional subordinate tariff categories, make technical and conforming changes to existing provisions, and maintain the duty treatment with respect to actions taken pursuant to Section 301 of the Trade Act
– effective Jan. 1, 2022, terminates the designation of Ethiopia, Guinea, and Mali as beneficiary sub-Saharan African countries under the African Growth and Opportunity Act
– modifies various U.S. FTA tariff provisions to reflect the WCO updates to the Harmonized System and/or make certain technical corrections, to ensure the continuation of preferential duty treatment
– extends through Dec. 31, 2022, a 2004 agreement with Israel that provides duty-free access to specified quantities of certain agricultural products of that country
