You may have seen the above headline in the news. US Customs and Border Protection (CBP) uncovered more than $400 million in unpaid trade duties through its Enforce and Protect Act (EAPA) investigations YTD in 2025. There are almost one hundred more cases with reasonable suspicion of duty evasion still to be investigated. CBP is highly focused on illegal transshipment activities…
The headline case includes authorities discovering a coordinated scheme involving more than 20 Chinese shell companies that rerouted, repackaged, and relabeled goods through SE Asian countries such as South Korea, Indonesia, and Vietnam in a bid to disguise the true origins of the products – likely an attempt to evade antidumping and countervailing duties. More than $250 million in revenue was identified and more is expected as more importers using this strategy are exposed.
CBP enforcement included port inspections, trade data analysis, and on-the-ground verification in some of the SE Asia countries.
