
New 600+ HTS codes identified to support upcoming electronic certificate filing at entry
The U.S. Consumer Product Safety Commission (CPSC) has released updated guidance and a revised list of more than 600 Harmonized Tariff Schedule (HTS) codes that will be used to help flag entries likely subject to the agency’s upcoming electronic certificate (eFiling) requirement.
Beginning in July 2026, importers of regulated consumer products will be required to electronically file certificate data at the time of entry through CBP’s ACE system. The newly published HTS list is intended to support targeting and compliance by identifying product categories that frequently fall within CPSC jurisdiction.
The list does not create new product coverage or replace product-level regulatory analysis. Goods subject to CPSC certification requirements must still be properly certified and eFiled — even if an HTS code is not included on the list. Conversely, some products under listed HTS codes may not require certificates, in which case a disclaimer filing may be appropriate.

Importers of consumer products should begin reviewing:
- Whether their products fall under CPSC certificate requirements
- Whether their HTS classifications appear on the flagged list
- Whether their brokers and entry teams are prepared for certificate data transmission in ACE
- Internal processes for gathering and validating certificate data elements before entry
Advance preparation will help avoid entry delays once eFiling becomes mandatory.
