Last March, the European Union rolled out the first phase of its new customs risk management program called Import Control System 2 or ICS2. The purpose of ICS2 is to streamline and optimize processes that cover IT, security, legal, customs, and trade operations across the European Union to facilitate legitimate trade.
The initial phase covered pre-loading for express carriers, postal operators, and third-country postal operators. The second release went into effect March 1, 2023. It affects full-load for those mentioned above as well as freight forwarders, logistics providers, and air carriers. It also has new documentation requirements that if not met, will keep your cargo from entering the EU or even being accepted by carriers. The third release will launch March 1, 2024 and covers maritime, rail, road, and will affect importers as well.
These information fields must be filled out if your cargo is passing through the EU, or a location in the EU is the final destination.
- Shipper name, address, phone, email.
- Consignee name, address, phone, email.
- Consignee Economic Operator Registration and Identification (EORI) number. An EORI number is for businesses which undertake the import or export of goods into or out of the EU.
- Cargo Description, including the 6-digit Harmonized System (HS) code for each line item inside the shipment.
- Total quantity and weight.
