EPA Extends Deadline for Health and Safety Data Submissions

The U.S. Environmental Protection Agency (EPA) has extended the reporting deadline under the Toxic Substances Control Act (TSCA) Section 8(d) Health and Safety Data Reporting Rule to May 22, 2026.

The rule requires manufacturers and importers of 16 specified chemical substances to submit unpublished health and safety studies to support EPA risk evaluations.

TSCA Reporting Requirements for Importers

The extension does not change compliance obligations. Importers must still:

  • Report existing and known health and safety studies
  • Evaluate whether imported products contain listed substances
  • Ensure submissions meet EPA formatting and data requirements

The rule applies directly to importers—not just domestic manufacturers.

Why the Deadline Was Extended

EPA extended the deadline due to:

  • Ongoing data and reporting complexities
  • Industry feedback on submission requirements
  • Continued regulatory review

Further updates to the rule remain possible.

What Importers Should Do Now

  • Confirm exposure to covered chemical substances
  • Identify and compile relevant studies
  • Coordinate with suppliers for data gaps
  • Prepare for electronic submission

Delays in preparation may increase compliance risk.
